The Pennsylvania State University's Transportation Services department oversees parking management (over 22,000 spaces), alternative transportation (bike share, bicycle facilities, transit, carshare and rideshare) and fleet operations. Position Summary The Transportation Manager 2 (Manager, Fleet Vehicles) is a leadership position within Transportation Services, reporting to the Director and Associate Director of the department, with overall responsibility for the 500 vehicle fleet. The position is dedicated to establishing and maintaining standards of excellence in customer service, technologies, innovation, fleet maintenance, fleet management and replacement, fueling operations, vehicle rental reservations, sustainability and alternative fuels, safety and providing the campus community with cost effective transportation in safe, dependable vehicles.
The Manager, Fleet Vehicles provides leadership, support and management to the unit. Assists in the long range strategic planning for Transportation Services and programmatic needs for the university community, to include; service improvements, asset management for university vehicles, trucks and buses (including vehicle purchases, disposals, rotation, leasing, repair, and maintenance), development and implementation of any university safety programs and policies (vehicle, driver, and repair shop safety), oversight and compliance with federal, state and University vehicle, fuel, and driver requirements (DOT, OSHA, ADA, EPACT).
The position is a liaison with leaders and fleet users of other departments across campus and state agencies to manage the University's fleet vehicles and buses to meet the needs of various stakeholder groups, communicating with these users on policy and procedure changes as well as service issues. The role also has significant interaction with the Manager, Fleet Services, in the oversight and direction of drivers and fuel and car wash attendants.
The position is responsible for significant involvement in the budget planning of fleet operations' financial and personnel activities, which are in excess of $5M. The Manager, Fleet Vehicles manages and provides supervision over all maintenance and repair vendors involved in the department's fleet, to include incident report collection and scheduling, negotiating, approving and inspecting repair work.
The position oversees front office staff involved in the daily and monthly dispatching of university vehicles. These responsibilities include; hiring, staff training/mentoring, professional development, disciplinary actions, complaint reconciliation and grievance management. The role is responsible for identifying and driving improvements, fleet/scheduling optimization and advancing new technologies in transportation and fleet management, including but not limited to technologies in rental fleet management, fleet maintenance, maintenance tracking, reducing fleet downtown, vehicle replacement, shop operations and safety.
In addition, this role oversees maintenance of the Fleet Operations facility to include responsibility for coordinating with vendors for building renovations/repairs, and any preventive or reactive maintenance to the car wash, fuel island, parking lot or other fleet related infrastructure. These roles and responsibilities may expand in the future, based on the needs of the department.
Required Job Qualifications
Bachelor's degree from an accredited college or university and at least 5 years of progressive fleet management experience. Experience can be substituted for a degree on a one for one basis.
Demonstrated leadership skills and at least 5 years of staff supervision, coupled with experience in a unionized environment.
Demonstrated commitment to building and maintaining a strong teamwork oriented service organization, focused on a cost-effective and quality program, willingness to serve campus community
Strong knowledge and use of computers for data management and familiar with inventory control, vehicle utilization, maintenance work orders and fleet management, including automated interfaces with other data systems.
Experience in the development of budgets and charge out rates in a transportation setting.
Ability to work with faculty, staff, students, vendors and the general public, often in pressure situations while maintaining a professional manner.
Able to learn university systems for requisition entry, payroll, and financial systems.
Strong knowledge of Microsoft Office, including Excel, and Word is critical.
Extensive knowledge of all aspects of fleet management business practices.
Must have a valid driver's license or the ability to obtain a driver's license or access to a licensed driver by the employment start date.
Accreditation as a Certified Automotive Fleet Manager (CAFM) or willingness and ability to obtain certification within 36 months from date of hire.

Fleet management experience in a university or government setting.
Vehicle rental; analysis of costs of doing business for wages, overhead, fuel, preventative maintenance, labor, parts, and commercial work to formulate vehicle rental, mileage, insurance, and shop rates.
Experience in ensuring compliance with department, University, state, and federal rules and regulations such as; Federal Motor Carrier Safety Regulations, Federal Commercial Driver's License requirements, Federal EPA requirements, Federal OSHA requirements, State vehicle emissions laws, State vehicle registration and title requirements, State and County health regulations, State Fiscal Rules and Insurance requirements, University policies and procedures.
